GOOD MORNING, MASSACHUSETTS.
PENCE IN, BAKER OUT - Vice President Mike Pence is headed to Boston tonight for two fundraisers - and the state's top Republican, Gov. Charlie Bakerwill be nowhere in sight.
Baker told reporters yesterday he "didn't know about it," and LG Karyn Polito added that she "wasn't asked to attend." Both cited busy schedules that will keep them away from the events.
Meanwhile, Pence's office tells POLITICO it extended an invitation to the governor's office.
Instead, Baker will be in New Bedford. His public schedule puts him in the South Coast city at 7 p.m. for a Chamber of Commerce legislative reception, while Polito's last event on her schedule, which takes her to Worcester and Lowell this morning, concludes at the State House at 1 p.m.
Pence's RNC fundraiser, to be held at Boston's Langham Hotel, is expected to net $500,000 for the Trump/Pence victory fund. Baker's connection with the RNC has come under fire for the state party's joint fundraising venture that funnels 40 percent of the Massachusetts Victory Committee's fundraising to the RNC.
Baker, who is up for reelection this year, has sought to walk a fine line between the Trump administration and a Massachusetts electorate that's deeply unhappy with the president. Baker, in the most recent polling, held a 66 percent favorability rating among voters while Donald Trump was the mirror opposite - 66 percent had an unfavorable view of the president.
Pence will also attend a fundraiser for Minnesota Rep. Erik Paulsen before heading out of town.

DATELINE BEACON HILL -
- "Republicans concerned about civics education funding," by Nick Neville, Boston University Statehouse Program: "Senate President Harriette L. Chandler, D-Worcester, has called the comprehensive civics education bill that passed the Senate less than two weeks ago bipartisan and bicameral, but two of the four Senate Republicans who voted against it have concerns as it awaits a vote in the House. Sen. Ryan Fattman, R-Webster, and Sen. Dean Tran, R-Fitchburg, said that they support the concept behind the bill, but it is not appropriate to place this requirement on school districts, many of which are strapped for funds."
TRUMPACHUSETTS -
- "How John Kelly's Boston neighborhood led him to Trump's side," by Ben Strauss, POLITICO Magazine: "Kelly, 67, has been Trump's chief of staff for eight months now, and there is no debate among former and current residents that the conflicting views of him and his role in this most unorthodox White House-he's Trump's order-enforcing traffic cop; he quietly encourages Trump's most hard-line views on immigration-have their roots in Oak Square. In the 1960s, Oak Square and the surrounding Brighton area created an unusual mixture of New England liberalism and a blue-collar nativism."
WARREN REPORT -
- "Senators to Trump: what ever happened to your opioid commission's proposals?" by German Lopez, Vox.com: "Last year, President Donald Trump created a commission to study the opioid epidemic. The commission released its recommendations in November. But since then, we've heard very little about what's going on with the commission's proposals. In an April 9 letter to Trump obtained exclusively by Vox, Sens. Elizabeth Warren (D-MA) and Patty Murray (D-WA) have asked the White House for an update on each of the commission's recommendations - how far along they are, which ones the Trump administration believes will require congressional action, and who is overseeing the White House's response to the opioid crisis."
- "The Hell-No Caucus: How five 2020 contenders voted on Trump's nominees," by Elana Schor and Jeremy C.F. Lin, POLITICO: "Five Senate liberals who might run against Donald Trump in 2020 have seized just about every opportunity to stick it to the president since he took office - voting overwhelmingly to thwart his nominees for administration jobs. A POLITICO analysis of every confirmation vote cast found Kirsten Gillibrand of New York, Elizabeth Warren of Massachusetts, Bernie Sanders of Vermont, Kamala Harris of California and Cory Booker of New Jersey have distinguished themselves as the stiffest opponents of Trump's picks for the executive branch and federal judiciary."
ON THE STUMP -
- Rep. Geoff Diehl is in with his Q1 fundraising numbers. Per his campaign, on Monday, "Representative Geoff Diehl, candidate for U.S. Senate, announced that he has topped his Republican opponents in fundraising, once again. Diehl raised a total of $324,000 for the first quarter."
- "Bloomberg Baystate Business: Markets and the Mayor of Boston," by Tom Moroney, Peter Barnes, Pat Carroll and Anne Mostue, Bloomberg Radio: Walsh on Ayanna Pressley's challenge of Rep. Michael Capuano: "Everyone has a right to run. Having a challenger is not a bad thing. It keeps you fresh, it keeps you sharp. I will be doing an endorsement at some point in the near future."
THE TSONGAS ARENA -
- "Dan Koh has another eye-popping fund-raising total for congressional race," by Joshua Miller, Boston Globe: "Congressional candidate Dan Koh raised a massive amount of money in the first quarter of 2018, pulling in more $900,000 in January, February, March, according to the campaign. The gargantuan haul means Koh, a one-time chief of staff to Mayor Martin J. Walsh, has raised more than $2.5 million since he began his bid last September for the district anchored in Lowell, Lawrence, and Andover, his campaign said."
THE KENNEDY COMPOUND -
- "So What Do Ted Kennedy's Former Staffers Think of 'Chappaquiddick'?," by Alice Lloyd, the Weekly Standard: "It could be argued Ted Kennedy's most enduring legacy is his staff. More than 1,100 aides worked for him ... called "T-Birds ... "Suffice it to say, T-Birds aren't lining up to buy tickets: Three of the four former staffers I talked to Friday afternoon said they wouldn't watch."

THE LOCAL ANGLE -
- "Released from prison, ex-Teamsters lash out at 'evil' prosecutors who put them there," by Maria Cramer, Boston Globe: "During his nearly three-year incarceration, Joseph Burhoe lost his house to foreclosure and did not let his young daughters visit him, fearing they would be traumatized by the sight of him behind bars. But in September, the US First Circuit Court of Appeals overturned nearly all the racketeering and extortion convictions against both men, a far-reaching decision that all but cleared [John] Perry's name and freed Burhoe, who had three years left on his sentence."
- "Startup world changes Boston," by Jordan Graham, Boston Herald: "Once the best-kept secret in the area, Boston's startup ecosystem - led by a couple of breakout companies and hundreds hoping to follow in their footsteps - has dramatically changed the landscape of Boston, helping to turn acres of parking lots on the waterfront into one of the hottest neighborhoods in the country and redefining Boston's long-held corporate power structure. Boston startups have become national leaders in everything from self-driving cars to online payments from daily fantasy sports to metal 3-D printing."
- "Harvard: Justice Department carrying water for anti-affirmative action group," by Josh Gerstein, POLITICO: "Harvard University says something's fishy about the Justice Department's entry last week into a long-running civil suit accusing the prestigious school of discriminating against Asian-American applicants. In a letter Monday to the federal judge overseeing the suit, Harvard attorney William Lee described as 'perplexing' and 'entirely unnecessary' the Trump administration's unusual filing Friday urging robust public access to key legal briefs that are set to be filed soon in the case."
- "American Airlines Coming To Worcester Airport, Will Offer Daily Flights To Philly," by WBZ CBS Boston: "Coming this fall, it'll only take travelers about an hour to get from central Massachusetts to Philadelphia.
